The reporter learned that the preferential tariff policy of the China-ASEAN Free Trade Area refers to the signatories of the China-ASEAN Free Trade Area (including China, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam, etc.). Most of the goods imported and exported are given preferential policies for zero-tariff treatment. This preferential policy of zero-tariff treatment between each other has been implemented since January 1, 2011.
With the deepening of the China-ASEAN Free Trade Area strategy, China's export products can enjoy the preferential tariff policy of the free trade zone in the ten member countries of ASEAN with the preferential certificate of origin of the China-ASEAN Free Trade Area. Since December 31, 2014, China exported to Laos HS4011.10, 4011.20, 4019.94 rubber tires (usually called semi-steel radial tires, all-steel radial tires and engineering tires) and China's exports from January 1, 2015 Under the HS4011.10 and 4011.94 of Cambodia, the rubber tires fell to zero tariff. This is another two zero-tariff ASEAN member countries after the zero tariffs on rubber tires imported from Singapore and Brunei under HS4011.10, 4011.20 and 4019.94. At this point, the rubber tires under HS4011.94 have no tariff reduction of 15% CIF in Indonesia and 5% CIF tariff in Vietnam. The import tariffs of other ASEAN countries have all dropped to zero.
Due to the lack of understanding of the preferential tariff policy of the free trade zone and the restrictions of the implicit trade measures of the ASEAN countries, in 2014, the city's exports of ASEAN rubber tires accounted for the largest proportion (34.69%), in 2014 The value of ASEAN's exports is 173,399,776 US dollars, the amount of visas for ASEAN certificates is 1,309,545,500 US dollars, and the visa ratio is only 5.95%. The use of preferential tariff policies in the free trade zone is uneven and the overall low.
Therefore, the Dongying Inspection and Quarantine Bureau reminded all tire exporting enterprises to make good use of various preferential policies of origin including the China-ASEAN Free Trade Area to continuously enhance their competitive advantages.
