According to monitoring, the length of the night peak congestion in my downtown area increased from 38 minutes in 2012 to 55 minutes in 2014. According to estimates, motor vehicle exhaust emissions account for 41% of Shenzhen PM2.5 local emission sources, which have formed a major source of atmospheric pollution, which has become an important cause of ash weather. At the same time, the total number of parking spaces in Shenzhen is currently 1.04 million, which is two-thirds of the total compared to the total of 3.14 million. The Shenzhen Municipal Government stated that the scope of regulation and control of the incremental control of the car is a small and micro passenger car listed in the National Motor Vehicle Type Classification Regulations. The number of increments for small cars in the city is tentatively set at 100,000 per year, depending on road traffic operations, atmospheric environmental protection and the demand for cars. The municipal government will clarify in the recently issued "Interim Provisions on the Management of Incremental Regulation and Control of Small Cars in Shenzhen", and in accordance with the principles of openness, fairness and impartiality, the incremental indicators will be obtained by means of lottery or bidding.
It is understood that this is the eighth city in the country after Beijing, Shanghai, Guangzhou, Guiyang, Shijiazhuang, Tianjin and Hangzhou.
